New SQL Server, Unable to create Database, "The operation timed out and automatically rolled back. Please retry the operation."

Created a new SQL Server PaaS, receiving an error message when creating the first database;

"The operation timed out and automatically rolled back. Please retry the operation."

This is on a Azure Subscription Plan : "Azure Plan for DevTest"

I'm sorry to hear you're experiencing this issue.

This could be an intermittent issue.

Which region are you creating the database?

Please verify if your Azure subscription plan, "Azure Plan for DevTest," has sufficient resources and quotas available to create the database. Sometimes, resource limitations can cause operations to time out.
