Container Apps Metrics missing on GovCloud

Question

I have a service built with Container Apps that I'm deploying with Terraform on both Commercial and GovCloud. On Commercial Cloud I am able to see the container app metrics such as CPU Usage, Memory, Network IO, etc. On GovCloud there appears to be an error reporting the metrics, they are all 0.

I notice that the configuration for the Container Apps Environment is slightly different between Commercial and GovCloud. For one, I am able to configure an Otel Endpoint for Application Insights on Commercial, but not GovCloud. However I'm not sure why this would be the issue, as I have not actually configured this on Commercial and yet metrics are still accurately reported.

I can't find any other relevant differences between my Gov and Commercial deployments that would cause metrics to be reported as 0 on GovCloud. Every other resource in these deployments (such as the App Gateway, Database, etc) appears to record metrics properly.
