AEST time zone not available only UTC

My time zone where I live is AEST (Brisbane Australia), however I can only choose from UTC time zones from the drop down menu when opting to manually change time zones. This is the same issue in outlook. Can this be fixed? Thanks.

1. Log in to your Outlook account.
