After changing local policy to allow logon as a service for user account, shellrunas still errors: shellrunas : error launching application: Parameter is incorrect

To verify, you have configured some service to run as this account, and when you start the service the Services MMC tool shows you that error, correct?

What program is the service configured to execute? Is it something that you or a co-worker wrote? Or is this some other software?

Have you checked your Security event log for logon failure events.

Windows services are started by the Service Control Manager. You cannot start a service in the same manner as launching an application (e.g., shellrunas, start, runas, etc.).
