Can't change regions while creating a developer account.

Why I can't change it? I'm not from Argentina, and my account is located in Brazil, I'm not using any VPN.

For your scenario, please open a free support ticket here: Contact Us.
Go to Contact us tab, find Non-Technical Support - Dashboard, click "Ask Copilot".
When you are interacting with Copilot, you can say something like “cannot register” or “cannot change regions” it will then ask you which program, which it will be apps & games. Once Copilot has enough information it will provide you with ticket creation option for support.
