Can oem license be enterprise?

I am new IT at company and they have some Windows 10 Enterprise Edition computers, they say are OEMs. I have a doubt can be Enterprise license be OEM? So I go to computer dealer and tell them I want some Computers and they must have Enterprise Windows on board? I thought enterprise works only with Volume licensing.
