Blob Storage Bandwidth

I am a Tier 2 ISP with 2 public IP prefixes, and both are experiencing bandwidth issues to Azure. My upstreams see no issue, but Microsoft I cannot get ahold of. I tried reaching out to ioc@microsoft.com, on X, and by ticket.

How can I troubleshoot this issue? I can't even create a support ticket....
