Publish keeps setting development certificate but needs distribution cert

Hello,

My Visual Studio keeps creating a development certificate and provisioning profile and I can't create an iOS distribution cert even tho I already have one. I keep deleting the development cert but it keeps coming back. Even if I delete the cert in my apple account and delet the codesign key and codesign provision in the project file it keeps coming back and create iOS Distribution is greyed out.
