How to buy RDS CALs for Server 2025 for GCC tenants?

RDS CALs are now exclusively distributed via Microsoft 365 tenants. However, GCC tenants have no option to purchase RDS CALs. Is it really true that you can't purchase RDS CALs for government agencies? The 'solution' I was provided is to create a new, non-GCC/Commercial tenant and purchase the licenses there.
