The error code 53003 in indicates an access policy restriction enforced by your university/organization

Your Azure Student Subscription is likely tied to a university or school account, and your IT admins have restricted access to certain Azure services. Check if Your admin Block Azure Access : Visit My Sign-Ins → Look for any blocked sign-in attempts under Security Info. If access is blocked, you need to contact your university’s IT admin to grant access.

    or

Try logging in from a personal Microsoft account. If your university email is restricted, use an Outlook, Hotmail, or Gmail-based Microsoft account. If you don't have one, create a personal Microsoft account and sign up for the Azure Free Tier instead of using the Student Subscription.

    Hello @Munoz, Mark R,

Thank you for posting your query on Microsoft Q&A.

Based on the error message you shared, this issue occurs when a sign-in attempt is blocked due to a Conditional Access policy. This happens when a user or application tries to access a resource protected by Conditional Access, but the specified policy conditions are not met.

To determine the exact cause of the blockage, follow these steps:

    1. Sign in to the Azure Portal.
    2. Navigate to Microsoft Entra ID > Sign-in logs.
    3. Select the failed sign-in attempt and review the Conditional Access tab. This will provide details on why the sign-in was blocked and which policies were applied.
    4. Click on the policy details to see the specific conditions that were enforced.

Then if you select the policy details you should be able to see which conditions applied.

If you still cannot isolate the issue, feel free to email me at AzCommunity@microsoft.com with the subject line "Attn: Pothurajur", and include a link to this thread for reference.
