According to your description of "calling features", there are two main reasons for this error. One is that you don't have a valid Office 365 calling plan license that supports conference calls. The other is that your IT administrator forgot to set up some calling plan settings.
If Microsoft is your phone provider and you got the phone system license from them, make sure that the correct phone number is assigned to the user. If the phone number is already associated with the corresponding user account, please delete it and reassign it.

In addition, you need assign a phone number and an emergency address to each of your users. The emergency address must be created before you can associate it with a phone number. For more information, see Manage emergency locations and Manage phone numbers for users.
Microsoft 365 admin users have access to diagnostics that can be run within the tenant to verify a user is properly configured to make or receive PSTN calls.
Select Run Tests, as follows. This will populate the diagnostic in the Microsoft 365 Admin Center.
The diagnostic performs a large range of verifications.
