Years ago, MS had PictureIt! and PhotoDraw applications. I used them and saved all my files to the native/default format (.mix extension). Now, although I have all these files backed up, I can not view them. I'd love the ability to have either a stand-alone app or an online service that would allow users like myself to convert the .mix files into .jpg files (or other, but jpg would be fine). It doesn't have to be fancy and wouldn't need to provide "editing" options, just a simple conversion so that we can get our files back to something usable.

I just found a better way : download Digital Image Starter
Open and extract the starter.cab archive inside DigitalImageStarter06.exe with 7-Zip :
Then launch pi.exe (inside PIP\PI folder where you extracted the archive)
and you will be able to open and save .MIX files
I followed the above instructions. Didn't run the installer, but opened it with WinZip and extracted starter.cab, as you indicated. Then went to pi.exe and ran it. It gave me an error when running PI.exe.
Did you try Compatibility Mode like in various solutions for 0xc0000142 error found on Google, like at https://www.youtube.com/watch?v=NEX6NK5qs7E
I tried Win XP SP2 and SP3. Still no luck. I am giving up and finding another solution.
On my Windows 10 OS (22H2), I could install Microsoft Picture It! 99
I launched it with Compatibility Mode Windows 98 and I could open .mix files
Saving them as .jpg crashed (worked as .gif), but as they can be opened, you can do a PrintScreen and paste them in other graphic tools, then save them.
That seems like a lot of work to get low resolution files. Maybe, if MS is no longer supporting .mix format, they could release the rights so that other online conversion sites or programs (like XnView MP) could add it to their suite of files that can be converted.

And, I don't have Win10 installed on any device. They've all been upgraded.

But did you test with Windows 11 ?
I did not, but all the research that I've done says that it's not possible and, as stated above, that's a LOT of effort to get such a SMALL resolution file. I tried XnView MP and the additional .dll file needed but that didn't work either. If MS is no longer supporting this file format, perhaps it should give up the rights to the proprietary info and let some of the online conversion sites add this to their suite of formats that they can convert.
