- Did you try to install the New Outlook from the Microsoft Store? If you did and there was a 0x80070032 error - try the steps in this article to Reset the Microsoft Store cache.
- If you are blocked from using the Microsoft Store and using the "Setup.exe bootstrapper for per-user installation" process is failing, try the "Windows Package Manager (Wing)" install as described in the same document.
