How to Prevent Focus Stealing

Question

Is there any way to prevent applications from stealing focus in the current versions of Windows (10 and 11)? It is very frustrating to be typing a message to someone, entering a password into an application, or writing a document when another program opens up or otherwise grabs focus. If it needs attention, why can't they just blink there in the task bar without stealing focus? This focus stealing is dangerous in my opinion.
