There is web application
web means www and it runs over http and https

so it is in fact L7 application
So correct answer for https traffic is Azure Front Door and Application Gateway.
It is not sure what you mean by question
The question is wrong there should be exactly written what kind of traffic it is and if they want to do load balancing regionaly or globally.
