    Yes it can be done https://learn.microsoft.com/en-us/azure/security/fundamentals/pen-testing the only thing not allowed is to do DoS attacks... IN any case have a look here https://www.microsoft.com/en-us/msrc/pentest-rules-of-engagement?rtc=3

    I am not 100% sure if I get the meaning of "CTF" right.
    But anyway: Basically you could install and run any software on a VM in Azure as long as the OS of the VM supports the software.
