RDS 2025 Start Layout customization

Hi,

anyone deployed Server 2025 Remote Desktop Services yet?

I've been looking at deploying 2025 on-prem, domain joined for a relatively small number of users (less than 100). These users need a customized start menu layout. In the past i would create a customer Tiles section and run the PowerShell Export-StartLayout command to export the settings and use a GPO to enforce that for all users.

Server 2025 (and Windows 11) no longer use this for layouts, and you're required to implement a CSP (https://learn.microsoft.com/en-us/windows/client-management/mdm/policy-configuration-service-provider). This seems like overkill to just configure one small part of an RDS farm.

Has anyone managed to customise the start menu of Server2025 (or Windows 11) without the hassle of a CSP?
