This thread got me enough info to make the new portal work. The key part was going to portal.azure.com, selecting one of our Azure Subscriptions (any subscription in your tenant will do), in the left hand pain navigate to Settings > Resource providers, then either browse the list or search for Microsoft.Purview, and then select it and hit register. Yes, you will need to have Global Admin rights to do this.... and you may also need to have owner rights on the subscription. Once that was done I was able to pop right into the new portal without issue. We are using the free version so our existing Purview Account was fine as it was, we weren't looking to upgrade to Enterprise version etc.
Purview login problem
Cannot login to Purview - asking for Account Name but error message "Failed to list accounts: Purview first party app service principal not present in the tenant."
