Hello,
This pop up keeps coming up about every hour on my computer. This Basecamp was a program I was part of but no longer have access.
I recently moved over to the new laptop and the popup is still coming up. Please help me to disable.

Based on my understanding of the problem, I suggest you try the following operations to see if it can be solved:
Windows components > Windows Security > Notifications. Open the Hide all notifications setting and set it to Enabled. Click OK.
