Can Promo codes be given to a specific regions/countries?

I am developing UWP apps. Recently MS has answered to my question about Promo code, as below.

You can use targeted push notifications to distribute a promotional code to a segment of your customers.

My doubt is, Are there any restrictions to give away the Promo codes to a specific regions/countries?
