Lifecycle workflow trigger not working. Nothing happens.

I created lifecycle workflow but nothing happens. Users are not processed in workflow. Nothing happens. I set it to 14 days but nothing happens. I waited for a few days to see if anything processed after I created new employee but workflow never triggered. I don't get this. I can run it on demand and workflow works.
