Hi Albert,
From your description I assume that when you browse to your VM in the Azure portal the Start or Restart buttons are disabled (grayed). Please correct me if my assumption is wrong.
If you navigate to your VM in the portal, what does it show for Status on Overview blade?
Have you tried redeploying your VM?
NOTE: If you redeploy, your VM will be restarted, data on temporary disk will be lost, and VM will be unavailable during the process.
To redeploy, navigate to your VM in portal. On left, scroll down to Help -- Redeploy + reapply blade, then click Redeploy. Wait several minutes for the process to complete, then check to see if issue has been resolved.
