Windows half screen not working, is not the monitor is a Windows system error

All the answers published everywhere for this problem are completely wrong. They always are referring to the monitor. It is not the monitor. Let me explain; The whole computer screen is active and is showing a beautiful Windows 10 photo in it. But half the screen, the upper part the of the screen, is the only one working. The bottom part of the screen will show part of a folder if you move down, but is dead for anything else. How this happened? It has happened to me many, many times. You open a folder, if the folder or software is not previously maximized it will end up provoking this problem, that the bottom of the screen es there to be seen, but it will not work. Again, we know this will happen and we try to maximize all the folders and software. But if accidentally one is open not maximized, the whole windows computer is affected and the bottom of the screen becomes dead. We resolved this hundreds of times over the years by restoring Windows to a previous date in Windows Restore. But not this is not working anymore. So, our opinon is that this is an error in the Windows 10 software program. The monitor does not have to do with it. Please help.

    Hi Pepe Gra,

    Thanks for your post. Please try the following actions and see if it works.

    1. Update the windows to the latest.
    2. Uninstall and reinstalling some programs that known to cause issue such as antivirus and Razer synaps and etc...
    3. Boot the PC in safe mode and see if the problem still persists.
    4. Run the system health scan with following steps.

    Steps:

    1. Type "cmd" in windows search bar
    2. Right click on "Command Prompt"
    3. Select "Run as Administrator"
    4. Type "sfc /scannow" without quote and press ENTER

    Then:

    1. Type "cmd" in windows search bar
    2. Right click on "Command Prompt" 3. Select "Run as Administrator"
    3. Type "DISM /Online /Cleanup-Image /CheckHealth" without quote and press ENTER
    4. Type "DISM /Online /Cleanup-Image /ScanHealth" without quote and press ENTER
    5. Type "DISM /Online /Cleanup-Image /RestoreHealth" without quote and press ENTER

    For many months, when the HP desktop computer opened a file or a folder not to the max, the bottom half of the screen went dead. You could still see the windows photos, but you cannot use at all the bottom half of the screen. For many months we tried a lot of suggestions. None work. We resolved the issue using Windows Restore. Recently, the Windows Restore also did not work, the bottom half of the screen remained dead after the Windows Restore Operation.

    This is what finally worked and fixed the problem forever:

    1. Reduce the resolution of the monitor to the minimum. The whole screen is now working.
    2. Increase the resolution of the monitor, not to the max, but close to the max, to an acceptable level that you can work on.
    3. DONE. Fixed the problem forever. Never happening again.
