How can I enable the TLS 1.3 post-quantum key agreement feature for all devices via group policy or intune configuration profile?

You could enable this policy Enable post-quantum key agreement for TLS:

Administrative Templates > Microsoft Edge> Enable post-quantum key agreement for TLS > Enabled
