Hello,
i want to enable my M365 E5 Test tenant from Microsoft Developer Programm. I have an Visual Studio Pro License, after i start the process and type in the user data and domain for the test tenant i get the following error message:
We're unable to complete this request
Your request has been rejected because some of your information is invalid
Code: 40354

I have this same problem and I could not get past it. I had an old dev tenant expire, and tried to create a new one.
At first it said this:
Your request has been rejected because some of your information is invalid.
MS-CorrelationId: 00000000-02d1-4f02-b38c-81c7f08171ce
Code: 40354
Then after a few tries during the weekend to get it working:
"Your phone number is associated with an existing developer account."
