    Try this formula and drag to the right:

    =IFERROR(SMALL(IF(COUNTIF(1:2,$A1:$I2)=1,$A1:$I2),COLUMN()),"")

    Maybe you mean something like this: =IF(AND(ISBLANK(A1),ISBLANK(A2)),"",MAX(A1,A2)+1). Put it to A3.
