Office 2019 VLSC and new Dell AIO "Couldn't install"

I'm in the middle of installing 25 new AIO (all-in-one AND all the same) Dell computers. The first 12 I was able to configure and install Office 2019 (Volume License) running the XML commands (as Administrator).

However the last 2 (13 and 14) couldn't be installed. I am following the same 18 page set up manual. Which starts with updating the OS and then Dell. After a reboot and the removal of Office 365, followed by another reboot, I CMD the install of Office 2019. Now with the last 2 installations, after typing/copy paste the "setup /download configuration.xml" command I receive a popup from Microsoft stating "Couldn't install"

the popup error code 30183-2056 (400) when going on line has page not found.

I'm thinking that one of these updates (after 02/20/25) is to blame, as the last successful Office install happened prior to that data.
