Why can't Microsoft send a verification code to set up a new business account?

I want to set up a new Microsoft 365 Business Premium account for my client, but after I entered all my clients information the server says there's a problem sending the verification code. I already checked all the possible issues like checking if the phone number is correct, if it's on private mode and such (I read the 'Not getting a verification code' page), but nothing worked. Later I heard a friend of mine had the same issue. Is there an issue at Microsoft or am I doing something wrong?
