Cant Activate Windows Server 2019

I need some assistance with managing my windows server 2019. I'm having issues activating and updating my windows server 2019. When trying to activate Windows it produces Error code: 0xC004C003, when I troubleshoot this error I get error 0xd0020017. There is a registered product key which I believe is valid and displays on the activation screen, but I can't get past this loop. I've tried using the Windows trouble shooting tools for internet connections as well as windows update trouble shooting tool, but no success.

I've tried retrieving the full key to reactivate, but couldnt get the full key
C:\Windows\system32>wmic path softwarelicensingservice get OA3xOriginalProductKey

OA3xOriginalProductKey in cmd prompt as admin

also tried below using administrator windows power shell

PS C:\Windows\system32> (Get-WmiObject -query 'select * from SoftwareLicensingService').OA3xOriginalProductKey

Neither one produced the key.

Not really sure where to go next. The server is the host of a few other work stations and I want to get it activated and updated.

    Hi Help Desk6,

    if you are sure that the product key is valid, you can try activating OS using the telephone activation method. To do this, follow these steps:

    1. Open the Command Prompt as an administrator.
    2. Type "slui 4" (without quotes) and press Enter.
    3. Select your country or region from the list and click Next.
    4. Call the telephone number provided and follow the instructions to activate OS.
