Hello,
Thank you for posting in the Microsoft community forum.
You can try the following steps to troubleshoot the problem:
- Connect the Fax Modem:
Plug your USB fax modem into your computer's USB port. Connect the modem to a phone line.
- Install the Modem Drivers:
Ensure that the drivers for your fax modem are installed. These usually come with the modem or can be downloaded from the manufacturer's website.
- Open Windows Fax and Scan:
Click on the Start menu, type "Windows Fax and Scan," and press Enter.
- Set Up the Fax Modem:
In Windows Fax and Scan, click on "Tools" and then "Fax Settings."
Follow the setup wizard to configure your fax modem.
- Send a Fax:
Click on "New Fax" in the toolbar.
Enter the recipient's fax number and any cover page information.
Attach the documents you want to fax by clicking on "Attach."
Click "Send" to transmit your fax.
- Receive a Fax:
Ensure your fax modem is set to receive faxes automatically.
Incoming faxes will appear in the "Inbox" of Windows Fax and Scan.
It is worth noting that due to technical differences, there may be issues with compatibility between VoIP and traditional fax machines, which may require your VoIP service provider to support the T.38 protocol.

I hope this helps.
