Unable to extend minimum password length to 15 characters in Group policy for 2016 and 2019 server.

Unable to extend minimum password length to 15 characters in Group policy for 2016 and 2019 Domain Controller. I can maximum extend to 14 characters. Can anyone suggest how to increase to 15 characters via GPO ?
