How can I get Microsoft Defender's VPN to load on my PC ?

I've loaded Microsoft Defender on my android phone, tablet, and Windows 11 PC. I was able to open VPN on my phone and tablet, but when I try to turn on Defender VPN on my PC I get a "Can't turn on privacy protection" (see attached). Please provide the steps I need to take to get Defender's VPN to load on my computer.

***moved from Microsoft 365 and Office / Defender / For home / Windows***

    Hello,

    Privacy protection is currently available in the United States, the United Kingdom, Canada, and Germany, and is supported on all device platforms supported by Defender (Windows, macOS, Android, and iOS). If you do not meet the requirements, it is recommended that you try turning off privacy protection first.

    Thank you for your reply. In order to check whether the problem is related to the influence of third-party applications, it is recommended that you see if privacy protection can be turned on in clean mode.
