Concurrent connections Windows Server 2019 Standard

Well, I have a Windows Server 2019 Standard Server for 20 Cal

My license allows 20 simultaneous connections

Configured for remote access via RDP.

But after configuring Active Directory Domain Services, I cannot access more than 12 Users simultaneously, if there are 12 users accessing it regardless of which user the 13th one does not access

Whenever I try to access the 13th User or any other user, the following error returns:

Your Remote Desktop Services session has ended. Possible reasons:

The administrator has logged out.

There was an error establishing the connection.

There was a problem on the network.

For help resolving the issue. see "Remote Desktop" in Help and Support.

I have already changed the configuration in:

Computer Configuration > Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Connections > Limit number of connections.

I enabled and set the maximum connections allowed.

But even without success, would there be another way to allow multiple simultaneous connections?

    If AD DS is causing issues, consider whether the configuration is affecting user access or group memberships. Users who should have access to RDS should be part of the appropriate groups and have the necessary permissions.

    Are there any Active Directory Group Policy Objects (GPOs) that could be affecting RDS sessions?

    Review the Group Policy settings, both at the domain level and on the RDS server itself. It's possible that a Group Policy setting is causing the issue. Check for any policies that might restrict or control RDS access.

    Estou com esse mesmo problema, porém, após atualização de Windows Server Datacenter 2019 para 2022.
