A have a valid Windows 2019 standard server license but when I upgraded hardware and reinstalled the server I cannot activate my license.
I have tried all slmgr commands to restart the activation process but I always get
"Error: 0xC004C003 The activation server determined the specified product key is blocked".
My server is only a file and web server and it has been down for more than a year so I do not know if thats why my license key does not work anymore.
I need some help how to proceed.

This error code usually indicates that MAK is blocked on the activation server. Please contact Volume License Key Phone Numbers | Microsoft Volume Licensing for assistant.
