Computer scrolls down on its own, but...

My computer, a Windows 10 Enterprise 22H2, is constantly scrolling down. But what baffles me is it's only for some applications and is subjective, such as in Adobe Premiere Pro, the folder/app view in "this PC", etc. If I direct my cursor outside of said application, it force stops scrolling.

And before any of you ask, no, I have not installed any sketchy applications as of late. Yes, I have restarted my computer and updated it to the newest software. And probably the most odd of all -- no, it is not a problem with the mouse, scroll lock, etc.

Additionally, I cannot press the "WIN" key on my keyboard; it's been stuck for months now, so I can't WIN+R like some have suggested before.

I'm completely at a loss here. I've unplugged my mouse and it still scrolls; I've asked my tech wiz community and they're stumped; I have no clue what to even do at this point.

    Hello,

    I would recommend trying to fix the stuck "WIN" key on your keyboard first. You can try cleaning the key or replacing the keyboard altogether. Once you've fixed the key, try using the affected applications again to see if the scrolling issue has been resolved.

    If the issue persists even after fixing the keyboard, you can try updating the drivers for your mouse and keyboard. You can do this by going to the Device Manager, finding your mouse and keyboard, right-clicking on them, and selecting "Update driver."

    Or you can try to boot into safe mode to see if the issue persists.

    Press F8 when booting the system. Advanced options>>Startup Settings>>Enable safe mode.
