Registry option needed for KB5041585 and shift right click on taskbar behavior

Since August patch (KB5041585) for Windows 11 23H2 the behavior for the context menu on task bar icons changed.

Before, it was possible to open the full context menu (e.g. with "run as") by pressing shift right click on a not running application icon on the task bar.

Since the patch, you have to do a right click and then a shift right click on the program name. (not even intuitive)

I don't see any advantage of this besides affecting power users by the worse.

If this would be a Windows Home version "feature" fine, but on Windows Enterprise (used for working), this is a severe annoyance and if not reverted by default, should get a registry option to change the behavior back!!!

@Microsoft, why are you always making the experience for power users worse? Why was there even a need to change this?

P.S.: feedback hub does not work on enterprise version with diagnostics disabled (another issue...)

    If the issue starts after installing August patch, try uninstall that update, and monitor issue status.
