How can I deactivate a windows 2022 server license on a VM to move to a new VM?

I'm moving from one VM to a new one. When I attempt to activate the license on the new server I'm told I'm out of activations.

I've powered on the old VM and used SLMGR to deactivate the old server.

HELP!

    To deactivate a Windows Server 2022 license on a VM, you can follow these steps:

    1. Open an elevated command prompt on the old VM.
    2. Type "slmgr.vbs /upk" and press Enter. This will uninstall the product key from the old VM.
    3. Shut down the old VM.
    4. Start the new VM and try to activate the license again.
