Windows server 2019 cant open safe mode with troubleshoot blue screen. There isnt”Startup Settings” in options

Hi. i have Windows server 2019 in Pc. i did Windows updates and restarted PC but its never open again. its open automatic repair screen but cant repair. Or any of troubleshoot options not works at blue secreen. There isnt “Startup Settings” even at trouble shoot page. i want open safe mode and uninstall updates but couldnt do it. i tried cmd commands for open safe mode or commands for recover Windows boot problems but nothing worked out.

    Based on your description there are probably issues with your bootable and/or recovery partition. If the issue exists in those areas you will be unable to access safe mode. You will probably need bootable media to troubleshoot booting issues. A bootable Windows 2019 CD/USB or other third-party partition software may allow you to gain access to the partition to correct the condition.

    i have tried some repair tools but nothing help to reach "startup settings" or any other repair possibility for recover at the troubleshoot screen. other troubleshoot options also not works...
