Based on my research, when you purchase Windows Server 2022 with CALs, you receive a single activation key that covers both the server and the CALs. The activation key is used to activate the server, and the CALs are included in the license. You do not need to enter a separate key for the CALs.
The concept behind CALs is that once you've bought enough for your client base, you're allowed to connect that many users or devices to the server. There's no need to enter any key on the clients; the server itself doesn't enforce CAL usage at the software level, but it's your responsibility to ensure compliance with the licensing terms.
