What can be causing this system event on server 2019

Event id 134 Source ReFS The file system was unable to write metadata to the media backing volume R:. A write failed with status "Insufficient system resources exist to complete the API." ReFS will take the volume offline. It may be mounted again automatically.

This is on a disk defined under Storage Replica. When this happens client system loose their share to this drive. The system seems to have plenty of resources.
