Thank you for posting in Microsoft Community forum.

Based on your description, error code 691 indicates authentication failure, here are some possible causes and workarounds:

    1. Make sure that the username entered is in the correct format, and if the VPN server asks for a UPN format, you can try to use the username@domainname format.
    2. Make sure that the correct username and password are specified in the VPN configuration.

Check the attributes of the VPN connection and make sure that the VPN Type is selected correctly and that the correct authentication method (e.g., MS-CHAP v2, etc.) is selected in the Authentication option.

    1. Sometimes Windows caches previously used credentials, which can cause problems. You can try clearing the cache credentials of your VPN connection and re-entering the correct username and password to try to connect.
    2. Make sure your user account has permission to use the VPN connection, and check if the corporate network policy restricts specific groups of users.
    3. If there are similarities between the computer name and the domain name, it can lead to confusion about authentication. You can try changing the computer name to make sure it doesn't conflict with the username or domain name.
    4. Look at the logs in the Event Viewer for more possible error messages that may provide more clues as to why the failure occurred.

Alternatively, you can also try contacting your VPN provider's technical support and ask them to help resolve the issue.

I hope the information above is helpful.

If you have any questions or concerns, please feel free to let us know.

    Regards,

    Jill Zhou
