Why is the profile sign out option frozen for domain and local administrator account?

I've noticed something weird. While imaging a brand new PC, both the local and domain administrator accounts would freeze the start menu instead of bringing up the menu to sign out via profile picture. I then logged on with a licensed o365 account, was able to sign out, and then went back into local/domain accounts. After that, I was able to pull up the sign out menu. Has this been happening to anyone else? Is there a GPO or anything that could be causing this?

    Thank you for your feedback. Just to confirm your question, do you have your work account or domain account associated with your local account? If it is confirmed that there is a domain account associated, then there may indeed be a Group Policy restriction.

    If you do not have a domain account associated with your local account, then it may be due to some software for both accounts.

    If the problem persists, try deleting the local user profile for the administrator account, logging back in and generating a new profile.

    Check the system log (Event Viewer) to see if there are any errors or warnings related to the Start Menu or user logins.

    Since you are a domain account, you can contact your organization's IT administrator to troubleshoot the issue.

    There are two accounts: local administrator & my domain administrator account. Logging in with my O365 allowed me to sign out via profile picture after I tried the admin accounts again. Since I am the organizations IT administrator, I'm needing more help regarding group policy restrictions, which was not provided in your reply.

    Since the group policy issue is not supported by the windows board, it will be moved to the correct board for you.

    Thank you for posting in Microsoft Community forum.

    What do you mean "the profile sign out option frozen"? Do you mean the profile sign out option does not do anything after you click sign out option?

    If the normal domain users or local users sign in the same machine, if the problem persists?

    You can remove one problematic test machine from domain to workgroup and then check if the problem persists.
