Yes, file transfer functionality should work without Azure. However, there are a few things you can check to troubleshoot the issue:
- Make sure that the Remote Desktop Virtual Drive is enabled on the server. You can check this by going to Server Manager > Remote Desktop Services > Collections > <Collection Name> > Tasks > Edit Deployment Properties > RD Web Access tab > File Access.
- Check if the file transfer functionality works when using the Remote Desktop Connection client instead of the Web Client. This will help determine if the issue is specific to the Web Client.
- Ensure that the file you are trying to transfer is not blocked by any security software or policies on the server.
- Check the event logs on the server for any errors related to file transfer or Remote Desktop Services.
