I'm having problems activating Server 2022 Datacenter Azure Edition when moving it to on-premise Hyper-V from Azure.

I'm having problems activating Server 2022 Datacenter Azure Edition when moving it to on-premise Hyper-V from Azure. I've moved other Server versions and did not have any issues. However, when I moved this server version, I got the error message that it could not be activated, even after implementing the correct AVMA key.

    Can it be that this is because the Azure edition image only works on Azure and Azure Stack HCI, not on HyperV? I am not an expert, but by coincident looking into this version.
