It's my understanding the underlying kernel is different for 32bit and 64bit Operating systems there isn't a direct upgrade path.

I would do a clean install of the OS you are seeking to go onto if it's Windows Server 2022 and carry out a migration of the various items steps by step.

If it's a domain controller then you want to install Windows 2022 separately add it into your 2008 domain and then move the FSMO roles over. You can then effectively once the new server is the PDC, Domain Naming master, Global Catalog, Infrastructure operations master, Schema master, RID master should be good don't forget to transfer the dns over.

Ideally run the legacy in parallel then your decommissioning strategy is you can turn off the old one.

There was an iteration of Windows 2008r2 in 32bit to do an upgrade path towards however it's no longer support end of sales life so you won't be compliant for the latest patches in placing a security risk on your infrastructure.
