WinRM service isn't starting on windows server 2019

Hi,
My WinRM service isn't starting I tried all solution what I have found on the couuminity.
Upon entering "winrm quickconfig" commant it's giving me this error

"Message = The WS-Management configuration is corrupted. Use the following command to restore defaults: winrm invoke Restore http://schemas.microsoft.com/wbem/wsman/1/config @{} Then add any custom configuration settings. Error number: -2144108539 0x80338005 The WS-Management configuration is corrupted. Use the following command to restore defaults: winrm invoke Restore http://schemas.microsoft.com/wbem/wsman/1/config @{}"

and if I try to invoke winrm command it gives me this

"Message = The client cannot connect to the destination specified in the request. Verify that the service on the destination is running and is accepting requests. Consult the logs and documentation for the WS-Management service running on the destination, most commonly IIS or WinRM. If the destination is the WinRM service, run the following command on the destination to analyze and configure the WinRM service: "winrm quickconfig".

    Hello,

    Export the below registry key from one of the working servers of the same Windows version and import it on the problematic server. Then simply restart the “Windows Remote Management (WS-Management)” Service.

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WSMAN
