Windows 11 VDA licenses in closed network

Hi MS community
We have a request to purchase VDA license for Windows 10/11 which are deployed in a closed network
Normally we went for open value route and KMS activation, a KMS host key would be provided and all clients were activated using this KMS server.
I understand there are some changes from Microsoft and open value is not available, what is the best licening option for us please for a closed network VDI deployment
