WebView2 and Terminal Services Problems

I am an MSP for a client who uses a piece of software that incorporates WebView2 for a maps feature. Because this client is opening a second location, we set them up with a Host server with Server 2022 running Hyper-V. We have two Virtual Server 2022 machines running on this Hyper-V server. One is a Domain Controller and the other is an Application Server running Terminal Server Services. We have a VPN between the server location and the client business location. We are trying to run a piece of software called ESC that they use for dispatching and doing business with. Terminal Server works fine. The software works fine. The problem begins when more than one Terminal connection to the Application Server happens. The ESC software opens correctly, but fails when loading the maps that use WebView2 runtime. This only happens within Terminal Server. If the client workstations are not connecting via Terminal server, they can connect fine... but when the server is off site connected via a VPN, the client workstations get an error for WebView2 that says: "Error in Web View Couldn't find a compatible Webview2 Runtime installation to host webviews."

This seems to be an issue of Terminal Server and WebView2 specifically.

I need to get assistance on how to fix this issue.
