After joining the domain with windows 11 and the Gpudate runs i cannot access anyting with the computer. all applications are blocked by the System admin

I am running windows server 2016 with AD on prem and Azure diredtory sync for Office 365.

If i they and add a new windows 11pro pc to my exisiting AD by joining the domain. after the inital reboot and login. THe pc runs fine antikl the Group policies are applied moments after login. Then the pc will not open any apps. None. Not cmd.exe or notepad or anything. Also if i shutdown the system and reboot. It will not load windows anymore. It will get to a login screen and i can log in but the Desktop will no longer load after the login. CTRL ALT Delete does bring up the Menu for Task MGR but if you try to open it it wont open. Something with my Group ploicies is hosing this.

I am able to duplicate this issue with a fresh install on a VMware virtual machine.
