My Public IP is 100% Packet loss with port forwarding

I have recently moved and now the PC is no longer accessible from the internet.
I have port forwarded and opened the ports on the firewall, yes the local IP is the same as the on in the modems port forward.
I have tried hard resting the network and it does not work. I have contacted my ISP to see if they are blocking ports.
Could the modem be an issue?

I have no clue what to do next to fix this, please help!

    Hello,

    If the problem is not solved after contacting the IPS manufacturer, you can try the following steps:

    1. Use the shortcut key Win+R to enter the running interface, enter "services.msc" and press the Enter key. Find "wired auto config" and "WLan autoconfig", double-click to check whether the service status shows running, if not, click Just "Start";
    2. In the "Open Network and Sharing Center" interface, find the "Change Adapter Settings" option and click to enter, right-click "Local Area Connection", click to disable and then re-enable;

    Issues with port forwarding may be due to your router not working properly which may require a factory reset of your router(s). I suggest you temporarily enable DMZ in your hardware router to see if the services you are trying to work will function. You might even try to see if other services function on default or alternate ports. Any software firewall installed on your server may also block ports. If a software firewall is enabled, try temporarily disabling it.
